The operating manual is the system, written down — and US disclosure rules give you a way to size it before you sign. Item 11 requires the franchisor to disclose the table of contents of the manual provided to franchisees, stating the number of pages devoted to each subject and the total number of pages.
Use it as a diagnostic. A manual heavy on brand guidelines and light on operations, training and supply tells you where the franchisor has actually invested. The page counts are disclosed precisely so a prospective partner can judge that before committing.
